Operational Efficiency policy update and dialogue session

This session covered:

  1. MEPC 84 outcomes (short-term measures): We had a brief update on key decisions and open items under the Carbon Intensity Indicator (CII), Ship Energy Efficiency Management Plan, and Data Collection System review. As the Net-Zero Framework (NZF) was being developed in parallel, there was a divergence of views on the role of the CII: should it remain a purely energy efficiency instrument, should it help strengthen the emissions reduction potential of the NZF, or should it try to fill the gap left by the NZF in the interim?

  2. ESSF energy-efficiency working group: Update on the outcome of the latest meeting, including EU member state and industry positions on sea traffic management reform at IMO.

  3. AER formula revision: We discussed treatment of port emissions, including proposals to limit the CII to propulsion-only fuel consumption (versus the full-scope approach) and the position on capturing all emissions while differentiating incentives. We explored a Global Maritime Forum suggestion on mapping alternative policy pathways where port stay emissions reductions are addressed. The was held for internal operational efficiency team members and was a combination of presentation and collaborative discussion.
